ACTION NARRATIVE 10:16:45 AM RAUSCHER called the House Special Committee on Energy meeting to order at 10:16 a.m. Representatives Schrage, McKay, Prax, Baker, and Rauscher were present at the call to order. SB 152-COMMUNITY ENERGY FACILITIES; NET METERING 10:17:56 AM CHAIR RAUSCHER announced that the only order of business would be CS FOR SENATE BILL NO. 152(L&C), "An Act relating to community energy facilities." CHAIR RAUSCHER related that Senator Bill Wielechowski, sponsor of SB 152, has identified a technical mistake in the language of CSSB 152(L&C) and has offered the committee an amendment to fix the error. 10:18:49 AM SENATOR BILL WIELECHOWSKI, Alaska State Legislature, as the sponsor of SB 152, advised the committee the technical amendment is needed on page 4, line 7 of CSSB 152(L&C) where "kilowatt- hours" needs to be changed to "kilowatts". 10:19:23 AM REPRESENTATIVE PRAX pointed out that kilowatt-hours is the total amount of electricity used in a month whereas kilowatts is the maximum demand at any moment. 10:19:53 AM REPRESENTATIVE MCKAY moved to adopt Conceptual Amendment 1 to CSSB 152(L&C), labeled 33-LS0607\R.1, Walsh, 4/26/24, which read: Page 4, line 7: Delete "kilowatt-hours" Insert "kilowatts" CHAIR RAUSCHER objected for purposes of discussion. 10:20:03 AM REPRESENTATIVE MCKAY explained that Conceptual Amendment 1 would, on page 4, line 7 of CSSB 152(L&C), delete "kilowatt hours" and insert "kilowatts". CHAIR RAUSCHER removed his objection. There being no further objection, Conceptual Amendment 1 to CSSB 152(L&C) was adopted. 10:21:01 AM The committee took a brief at-ease. 10:21:23 AM REPRESENTATIVE MCKAY moved to report CSSB 152(L&C), as amended, out of committee with individual recommendations and the accompanying zero fiscal note and to authorize [Legislative Legal Services] to make any necessary technical and conforming changes. There being no objection, HCS CSSB 152(ENE) was reported out of the House Special Committee on Energy. 10:22:26 AM ADJOURNMENT There being no further business before the committee, the House Special Committee on Energy meeting was adjourned at 10:22 a.m.
