SUMMARY OF INFORMATION
CHAIR CARL GATTO convened the joint meeting of the House Special
Committee on Education and the Senate Health, Education and
Social Services Standing Committee at 1:00 p.m.
TODD ZIEBARTH, Augenblick, Palaich and Associates, explained
what the Education Commission of the States (ECS) is as well as
ECS's project on charter schools. He discussed two paths of
reform, alternative authorizers of charter schools, and ways in
which to create alternative authorizers. Mr. Ziebarth also
discussed the policy questions regarding alternative authorizers
as well as the question of how to fund alternative authorizers.
Mr. Ziebarth addressed questions regarding funding, university
sponsors, individual education programs (IEP), the No Child Left
Behind Act (NCLB), the impact of charter schools on the
community, the "cream of the crop" argument, and the reason for
multiple authorizers.
