CHAIR PEGGY WILSON called the joint meeting of the House Health,
Education and Social Services Standing Committee and the House
Special Committee on Education to order at 3:04 p.m. Present at
the call to order from the House Health, Education and Social
Services Standing Committee were Representatives Wilson, Gatto,
Seaton, Wolf, and Cissna. Representatives Heinze and Kapsner
arrived as the meeting was in progress. Present at the call to
order from the House Special Committee on Education were
Representatives Gatto, Wilson, Seaton, Coghill, Wolf, and Gara.
Representative Kapsner arrived as the meeting was in progress.
Other legislators present were Representatives Holm and Stevens,
and Senator Davis.
SUMMARY OF INFORMATION
ED McLAIN, Ed.D., Deputy Commissioner, Office of the
Commissioner, Department of Education and Early Development,
gave an overview of the federal education reform legislation,
the so-called No Child Left Behind (NCLB) Act. Dr. McLain gave
a brief history of federal and state reform efforts. He
highlighted the mammoth size - 1,200 pages - and scope of the
new legislation by touching on specific areas of interest and
concern. These areas included the reauthorization of the
Elementary and Secondary Education Act (ESEA), the major focus
of NCLB, Alaska's commitment to NCLB goals, needed statutory and
regulatory revisions and timelines, NCLB's accountability
system, and sanctions for schools with Title 1 funding.
ERIC MADSEN, Ph.D., Title 1 Administrator, Teaching and Learning
Support, Department of Education and Early Development,
continued the overview by highlighting other states' plans to
meet NCLB's requirements, the State of Alaska's development and
approval of Alaska's NCLB plan, challenges facing Alaska, school
improvement sequences to meet NCLB's requirements, and Choice
and Supplemental Educational Services (SES) requirements. He
also briefly reviewed set-asides and parent notification of
school improvement, minimum requirements and timelines for
paraprofessionals and certified teachers, and the Department of
Education and Early Development's guidance to school districts.
ANNOUNCEMENTS
CHAIR WILSON announced that on Thursday, January 30, 2003, at
11:00 a.m. in Room 124 there will be another meeting on No Child
Left Behind during which Ken Meyer, Legislative Liaison to State
Elected Officials, U.S. Department of Education, will be
attending to address questions on NCLB.
COMMITTEE ACTION
The committee took no action.
ADJOURNMENT
There being no further business before the committee, the joint
meeting between the House Health, Education and Social Services
Standing Committee and the House Special Committee on Education
was adjourned at 5:00 p.m.
