ALASKA STATE LEGISLATURE JOINT MEETING HOUSE COMMUNITY & REGIONAL AFFAIRS STANDING COMMITTEE HOUSE LABOR & COMMERCE STANDING COMMITTEE January 12, 2001 3:20 p.m. COMMITTEE CALENDAR Overview from the Department of Community & Economic Development TAPES 01-1, SIDES A & B01-2, SIDE A [Please note that these are House Community and Regional Affairs Standing Committee tapes.] CALL TO ORDER REPRESENTATIVE LISA MURKOWSKI, Chair, House Labor and Commerce Standing Committee convened the joint House Community and Regional Affairs, and Labor and Commerce Committee meeting at 3:20 p.m. PRESENT Committee members present were Representatives Morgan, Meyer, Murkowski, Scalzi, Guess, Kerttula, Rokeberg, Crawford and Hayes. SUMMARY OF INFORMATION DEBORAH SEDWICK, Commissioner, Department of Community & Economic Development (DCED), discussed how the recent merger of the Department of Community and Regional Affairs, with the Department of Economic Development has affected management style and the integration of staff. Commissioner Sedwick explained that the merged department has formed a new internal structure. Commissioner Sedwick discussed the FY01 reorganization of development functions as lined out in the handout to committee members. JEFF BUSH, Deputy Commissioner, DCED, discussed issues and trends in seafood marketing. COMMISSIONER SEDWICK explained issues and trends in state workforce development. BERNICE JOSEPH, Deputy Commissioner, DCED, reviewed the results of Operation Renew Hope. COMMISSIONER SEDWICK commented on how rural communities depend on the Power Cost Equalization program. JEFF BUSH explained the department's legislative priorities for the 2001 session. He discussed insurance, banking, occupational licensing board reauthorization, omnibus occupational licensing legislation, and the creation of an economic revolving loan fund. TOM LAWSON, Director, Division of Administrative Services, DCED, commented on funding sources for the FY02 budget. REPRESENTATIVE MURKOWSKI asked how the Alaska Travel Industry Association (ATIA) was marketing Alaska's tourism possibilities. COMMISSIONER SEDWICK did not have information with her but suggested an overview from the ATIA. REPRESENTATIVE MEYER wanted to hear the commissioner's ideas for new industry such as air logistics, computers, and Internet businesses. He asked what the state was gaining from marketing tourism. COMMISSIONER SEDWICK explained that Anchorage has a logistical center at the University of Alaska, Anchorage. ANNOUNCEMENTS There were no announcements. COMMITTEE ACTION The committee took no action.
