CALL TO ORDER                                                                  
                                                                               
Senator Pearce convened the meeting at 3:36 p.m. in the Senate                 
Finance Committee Room, State Capital Building, Juneau, Alaska.

loan program expenses of state government, for certain                         
programs, and to capitalize funds; making an appropriation                     
under art. IX, sec. 17?, Constitution of the State of Alaska,                  
from the constitutional budget reserve fund; and providing

program expenses of the state's integrated comprehensive                       
mental health program; and providing for an effective date."                   
                                                                               
Senator Pearce nominated Representative Hanley as chair of the                 
Conference Committee.  There being no objection it was so ordered.             
                                                                               
Representative Hanley nominated Senator Pearce as Co-Chair of the              
Conference Committee.  There being no objection, it was so                     
ordered.                                                                       
                                                                               
Representative Hanley noted that the meetings would be noticed 24              
hours in advance.  He clarified that Uniform Rule 42 would be                  
followed.  Motions would be passed by at least two votes from each             
house.  Only Conference Committee members can make motions or sit              
at the table.  He observed that motion sheets would be available               
to Conference Committee members prior to the meetings.                         
                                                                               
Representative Hanley provided members with a list of Category I,              
II and III items.  Senator Pearce MOVED to adopt a request that                
the Conference Committee on the operating budget be given limited              
powers of free conference on the specific points contained in                  
Categories I, II and III.  There being no objection, it was so                 
ordered.
