CHAIR MIKE HAWKER called the Legislative Budget and Audit
Committee meeting to order at 10:38 a.m. Representatives
Hawker, Olson, Thompson, and Kito, and Senators MacKinnon and
Stedman were present at the call to order. Representative
Pruitt arrived as the meeting was in progress.

CHAIR HAWKER announced that the first order of business would be
the approval of the minutes.
SENATOR MACKINNON made a motion that the minutes on May 7, 2015,
May 13, 2015, and May 14, 2015, be approved as presented. There
being no objection, the minutes from the meetings on May 7,
2015, May 13, 2015, and May 14, 2015, were approved.

CHAIR HAWKER announced that the next order of business would be
an executive session.

SENATOR MACKINNON made a motion to move to executive session
under Uniform Rule 22(b)(1) and (b)(3) as the meeting will
involve a discussion of matters which the immediate knowledge
would adversely affect the finances of a government unit, as
well as a discussion of confidential audit reports under AS
24.20.301. There being no objection, the committee went into
executive session at 10:41 a.m.

CHAIR HAWKER brought the committee back to order at 12:06 p.m.
Representatives Thompson, Olson, Pruitt, Kito and Hawker, and
Senator MacKinnon were present at the call back to order.

SENATOR MACKINNON made a motion to move that the following final
audits be released to the public: Alaska Public Offices
Commission, and Alaska Commission on Aging, Sunset. There being
no objection, the audits were ordered released.

SENATOR MACKINNON made a motion that the following preliminary
audit be released to the appropriate agency for response: Board
of Parole, Sunset. There being no objection, it was so ordered.

SENATOR MACKINNON made a motion that the committee approve the
performance review scopes for the Department of Education and
Early Development, including the Commission on Postsecondary
Education, and the Alaska Student Loan Corporation as presented
in Executive Session. There being no objection, the scopes are
so ordered.

SENATOR MACKINNON moved the committee to authorize the
legislative auditor to solicit and award a contract for an
amount not to exceed $300,000 for a performance review of the
Department of Education and Early Development. There being no
objection, it is so ordered.

SENATOR MACKINNON moved the committee to authorize the
legislative auditor to solicit and award a contract for an
amount not to exceed $175,000 for a performance review of the
Alaska Commission on Postsecondary Education, and the Alaska
Student Loan Corporation. There being no objection, it is so
ordered.

CHAIR HAWKER reported that the Medicaid Request for Proposal
(RFP) is out, and is due back July 6, 2015. The final report
from the education consultants hired under the authority of [the
28th Alaska State Legislature's House Bill 278] will be
presented during the next Legislative Budget and Audit Committee
meeting, he advised.
