CHAIR KREISS-TOMKINS  announced that the first  order of business                                                               
would  be HOUSE  BILL NO.  165, "An  Act relating  to hiring  for                                                               
positions  in state  service based  on  substitution of  military                                                               
work  experience  or training  for  civilian  work experience  or

CHAIR KREISS-TOMKINS  opened public testimony  on HB 165.   After                                                               
ascertaining  that there  was no  one who  wished to  testify, he
