SENATE BILL NO. 298
"An Act relating to the compensation of certain public
employees and officials not covered by collective
bargaining agreements; and providing for an effective
date."
This was the second hearing for this bill in the Senate
Finance Committee.
Co-Chair Torgerson noted a new fiscal note analysis
prepared by the Division of Legislative Finance before
members. [Copy on File] He pointed out that the analysis
contained corrected figures showing a total saving of
$3,844,544 over the three years of the contract.
Co-Chair Parnell moved to report from Committee CS SB 298,
1-GS2081\I with individual recommendations and forthcoming
fiscal note based upon the fore-mentioned analysis.
Senator Adams objected to the motion to repeat his comments
made at the earlier hearing. He stated that two classes of
state employees would be created because this legislation
grants an $800 bonus for each employee not covered by a
bargaining unit while the negotiated union contracts allows
$1200 for each covered employee. He added that the union
employees would receive a three-percent salary increase in
the third year of the contract and the non-covered
employees would only receive a two-percent increase.
Co-Chair Parnell relayed Senator Tim Kelly's intent that
the bill would be adjusted to match the negotiated
agreements for covered employees in the event that the
union contracts received funding approval from the
legislature.
A roll call was taken on the motion.

Senator Leman, Co-Chair Parnell, and Co-Chair Torgerson
OPPOSED: Senator Adams
ABSENT: Senator Green, Senator Phillips
