ACTION NARRATIVE

The Conference Committee on SB 255 was chaired by Senator Randy
Phillips who called the meeting to order at 10:30 a.m. and noted
the presence of the Department of Education.
SUMMARY INFORMATION
Before the committee was a proposed amendment by the Department of
Education changing the word "shall" to "may" on line 24, page 2 of
SB 255.
DUANE GUILLEY, Department of Education, explained that the
department desired this change in order to allow flexibility so
that the department could continue to oversee and to coordinate the
programs they are charged with through statute and federal
legislation.
SHIRLEY ARMSTRONG, staff to Senator Randy Phillips and Senate
Community and Regional Affairs Committee, informed the committee of
her discussion with Deborah Call, Chair of the Alaska Joint
Training Council. Ms. Call explained that the amendment was needed
since the Department of Education does not sit on the Alaska Joint
Training Council. The department is always invited to the
meetings. Ms. Call proposed that the Department of Education
become a member of the Alaska Joint Training Council.
In response to Senator Leman's inquiry regarding the possibility of
another forum that may be more appropriate, Duane Guilley explained
that the State Board of Education feels they are responsible for
administering programs going through the Department of Education
and would rather retain that responsibility without going through
another committee when deciding how to best utilize funds and
achieve a program's objectives.
Senator Randy Phillips reviewed the bill's history when inquiring
as to the Department of Education's sudden desire for an amendment.
Duane Guilley had no explanation.
Senator Leman moved to adopt CSSB 255 (STA) am H. Senator Leman
withdrew his motion. Representative Sanders moved to adopt CS SB
255 (STA). With a vote of three Yeas and one Nay, CC CS SB 255 was
adopted.
There being no further business before the committee, the meeting
adjourned.
