CHAIR  BJORKMAN announced  the consideration  of SENATE  BILL NO.                                                               
219 "An  Act relating to  utilization review  entities; exempting                                                               
certain  health  care   providers  from  making  preauthorization                                                               
requests  for certain  services; and  providing for  an effective
