SENATE BILL NO. 191                                                                                                           
                                                                                                                                
     "An  Act relating  to the  authority to  transfer money                                                                    
     from  the  general  fund  to  general  obligation  bond                                                                    
     construction funds  or accounts;  and providing  for an

Vice-Chair Fairclough MOVED to  ADOPT the proposed committee                                                                    
substitute  for  SB  191, Work  Draft  28-LS1483\N  (Wallace                                                                    
3/7/14) as a working document.  There being NO OBJECTION, it                                                                    
was so ordered.                                                                                                                 
                                                                                                                                
SUZANNE ARMSTRONG, STAFF, SENATOR  KEVIN MEYER, related that                                                                    
there had  been a title  change to  the bill to  reflect the                                                                    
authority of the Legislative Budget  and Audit Committee and                                                                    
when it was necessary to  approve the transfer of funds from                                                                    
the General  Fund to  the construction  funds; additionally,                                                                    
it was  clarified on page  1, line 12 that  the commissioner                                                                    
of the  Department of  Administration shall  obtain approval                                                                    
of the transfer of funds. She  stated that on page 2, line 8                                                                    
it was clarified that the  commissioner of the Department of                                                                    
Administration shall notify the Legislative Budget.
