CHAIR DUNLEAVY announced the consideration of SB 190. He noted
the bill was previously heard and a new CS, version H, was
before the committee.

SENATOR HUGGINS moved to adopt the CS for SB 190, version H.
CHAIR DUNLEAVY objected for discussion.
DIANE BLUMER, Staff, Senator Lesil McGuire, Alaska State
Legislature, presented information on SB 190. She described the
changes in version H. The changes add "(A) does not require a
professional or occupational license under AS 08; (B) provides
training primarily for recreational purposes; (C) at the
advanced training level, prepares program graduates to teach or
instruct in that field." The changes cover recreational types of
programs. She said, at the request of the administration,
definitions were also added.

DIANE BARRANS, Executive Director, Alaska Commission on
Postsecondary Education, explained changes in SB 190. She
related that the CS before the committee is mutually agreeable
to the sponsor and to the administration. She thought it was a
nice solution to create an avenue for programs such as Yoga
Alliance to be exempt, without putting consumer protections
related to vocational programs at risk.
CHAIR DUNLEAVY asked if it takes care of the problems and there
are no issues going forward.
MS. BARRANS said correct.
SENATOR STEVENS asked whether there are any unintended
consequences.
MS. BARRANS did not see any negative consequences.

CHAIR DUNLEAVY removed his objection. He closed public
testimony.

SENATOR HUGGINS moved to report CSSB 190(EDC), version H, from
committee with individual recommendations and attached zero
fiscal note. There being no objection, the motion carried.
