SENATE BILL NO. 183                                                                                                           
                                                                                                                                
     "An  Act  authorizing the  Department  of  Environmental                                                                   
     Conservation  to award  grants  for the  control of  air                                                                   
     emissions or  the development and administration  of air                                                                   
     quality   control  programs;   and   providing  for   an
