CHAIR CLAMAN announced  the consideration of SENATE  BILL NO. 163                                                               
"An Act relating to animal adoption and foster care records."                                                                   
                                                                                                                                
CHAIR CLAMAN  said this is  the second hearing  of SB 163  in the                                                               
Senate  Judiciary  Committee.  There   is  a  proposed  committee                                                               
substitute (CS)  for SB 163. He  invited Ms. Kakaruk  to identify                                                               
herself for the record to present the explanation of changes.

BREANNA  KAKARUK,  Staff,  Senator   Matt  Claman,  Alaska  State                                                               
Legislature,  Juneau,   Alaska,  presented  the   explanation  of                                                               
changes, stating  the CS deletes  "records that include"  so that                                                               
the passage on page 3, lines 30-31, reads:                                                                                      
                                                                                                                                
"names, addresses,  or other information identifying  a person as                                                               
adopting or providing foster care for [an animal.]                                                                              
                                                                                                                                
MS. KAKARUK  said that  this change provides  the public  with as                                                               
much information as possible while  still keeping an individual                                                                 
personal   information  private.   The  CS   includes  conforming                                                               
renumbering on page 3.

SENATOR KIEHL  moved to adopt  the committee substitute  (CS) for                                                               
SB 163, work order 33-LS0978\S, as the working document.                                                                        
                                                                                                                                
CHAIR CLAMAN found  no objection and CSSB 163 was  adopted as the                                                               
working  document.  He  invited  Senator Myers  to  make  closing

SENATOR  ROBERT  MYERS,  District Q,  Alaska  State  Legislature,                                                               
Juneau,  Alaska, stated  that  he and  the  Fairbanks North  Star
