SB 120-CLIMATE CHANGE COMMISSION 3:33:06 PM CHAIR KAWASAKI announced the consideration of SENATE BILL NO. 120 "An Act establishing the Alaska Climate Change Emergency Response Commission; and relating to the powers and duties of the Alaska Climate Change Emergency Response Commission." 3:33:23 PM CHAIR KAWASAKI solicited a motion. 3:33:28 PM SENATOR BJORKMAN moved to adopt the committee substitute (CS) for SB 120, work order 34-LS0073\N, as the working document. 3:33:41 PM CHAIR KAWASAKI objected for purposes of discussion. 3:34:06 PM DEIRDRE GOINS, Staff, Senator Gray-Jackson, Alaska State Legislature, Juneau, Alaska, presented the summary of changes for SB 120 from Version A to version N: [Original punctuation provided.] Summary of Changes Version A to Version N Section 1- Version N amends 14.19.653 (a)-(c) Page 2, line 1: Delete "15" and insert "16" Page 2, line 2: Delete "9" and insert "10" Page 2, line 13: Inserts a new paragraph to read: (5) Interior Alaska, including the Fairbanks North Star Borough, and the Denali Borough. The following paragraphs are renumbered accordingly. Page 3, line 6: Delete "8" and insert "9" Version N amends AS 44.19.657 Page 3, line 23: Delete "four" and insert "five" Section 3- Version N amends the new AS section Page 7, line 7: Delete "three" and insert "four" This change increases the Commission's membership of 15 to 16 members by adding a municipal representative from the Interior. 3:36:07 PM CHAIR KAWASAKI removed his objection. He found no further objection and CSSB 120 was adopted as the working document. 3:36:21 PM CHAIR KAWASAKI opened public testimony on SB 120. 3:36:54 PM KEN HUCKABEE, representing self, Wasilla, Alaska, testified in opposition to SB 120 and stated that Alaska produces very little emissions, yet is being pushed into costly and risky climate policies without clear evidence of benefits. He stated his belief that there's no global consensus on climate change impacts and warns that such policies have hurt other countries' economies, industries, and food supply chains. He compared the climate policy movement to a "grant-driven" industrial complex and urged representatives to protect citizens from these measures instead of supporting them. 3:39:25 PM CHAIR KAWASAKI closed public testimony on SB 120. 3:40:11 PM CHAIR KAWASAKI held SB 120 in committee.
