CALL TO ORDER
Co-Chair Ron Larson called the meeting of the House Finance
Committee to order at 9:00 A.M.

SUMMARY INFORMATION
CSSB 60(FIN) An Act making appropriations for school
construction projects and making an
appropriation of $1,066,280 from the general
fund to the Department of Education for
payment as grants for additional district
support for the fiscal year ending June 30,
1994; and providing for an effective date.
HCS CS SB 60 (FIN) was reported out of
Committee with a "do pass" recommendation.
SENATE BILL 60
"An Act making appropriations for construction and
major maintenance of schools; and providing for an
effective date."
Co-Chair MacLean noted the changes made to the work draft.
Representative Navarre pointed out that Kenai was not
included. Co-Chair Larson pointed out the only change was
the addition of the Unalaska City School and the Denali
Borough School.
Representative Brown provided the Committee with Amendment
Anchorage district-wide school design and construction

amount by $1.4 million dollars and that amount would be
designated to West High School for electrical repairs. She
added that project was the highest priority project for
Anchorage on the Department of Education's list.
Representative Brown MOVED Amendment #1. There being NO
OBJECTION, it was adopted.
Representative Parnell MOVED to adopt the working draft for
HCS CS SB 60 (FIN) #8-GS1060\B dated 5/08/93 as amended as
the version before the Committee. There being NO OBJECTION,
it was so adopted.
Representative Navarre MOVED Amendment #2. [Attachment #2].
The amendment would provide the Kenai Peninsula Borough
Schools "$7,400,000" dollars. Representative Martin
OBJECTED noting that the area was covered the same as
Anchorage and Fairbanks in the bond package. Representative
Navarre explained that the bonding amounts were not
specified and he asked to achieve a small amount of equity
for the Kenai Peninsula Borough. Co-Chair Larson indicated
schools included in the cash portion would need to have a
match.
A roll call was taken on the MOTION.
IN FAVOR: Brown, Grussendorf, Hoffman, Navarre.
OPPOSED: Therriault, Hanley, Martin, Parnell,
Larson, MacLean.
Representative Foster was not present for the vote.
The MOTION PASSED, (4-6).
Representative Navarre MOVED to amend Amendment #3 by
changing the amount to "$5,000,000" dollars. Representative
Brown voiced her support of the change. Representative
Martin pointed out the area would be protected by bonds.
Representative Navarre explained that Kenai constitutes 10%
percent of the State population while it is scheduled to
receive only 3% percent of the dollars available in the
legislation. He urged the Committee to vote for "equity" in
the legislation. Representative Martin OBJECTED.
A roll call was taken on the MOTION.
IN FAVOR: Brown, Foster, Grussendorf, Hoffman,
Navarre.
OPPOSED: Hanley, Martin, Parnell, Larson,

Representative Therriault was not present for the vote.
The MOTION FAILED, (5-5).
Representative Martin MOVED a change to Page 5, Line 10,
deleting "$7,007,000" and inserting "$6,622,000". There
being NO OBJECTION, it was so ordered.
Representative Navarre MOVED amending the failed Amendment
for the school; the remaining portion would be bonded. Co-
Chair MacLean OBJECTED.
A roll call was taken on the MOTION.
IN FAVOR: Foster, Grussendorf, Hoffman, Navarre,
Brown.
OPPOSED: Hanley, Martin, Parnell, Therriault,
MacLean, Larson.
The MOTION FAILED, (5-6).
Representative Hanley MOVED to report HCS CS SB 60 (FIN) out
of Committee with individual recommendations.
