SB 95     "An Act making supplemental appropriations,                                                                           
          capital  appropriations, and other  appropriations;                                                                   
          amending  appropriations; making appropriations  to                                                                   
          capitalize funds; making  appropriations under art.                                                                   
          IX,  sec.  17(c),  Constitution  of  the  State  of                                                                   
          Alaska,  from  the  constitutional  budget  reserve
