SB 80-OUT-OF-STATE PHYSICIAN LICENSE

CHAIR DUNLEAVY announced the consideration of SB 80. "An Act
relating to the practice of telemedicine; relating to licenses
for out-of-state physicians or podiatrists to practice
telemedicine in this state under certain circumstances; and
relating to insurance coverage for telemedicine." He asked for a
motion to adopt the draft committee substitute (CS) that
incorporates the changes discussed during the previous hearing.

SENATOR MICCICHE moved to adopt the CS for SB 80, labeled 28-
LS0615\Y, as the working document.
CHAIR DUNLEAVY objected for discussion purposes.
SENATOR STEDMAN asked for an explanation of the committee
substitute (CS).
CHUCK KOPP, Staff, Senator Fred Dyson, sponsor of SB 80,
explained that the two changes appear on page 2, lines 17-18.
First, the phrase "that provides coverage for telemedicine" was
inserted following the word "plan" and the word "prior" was
inserted before the term "in-person contact." This removes the
mandate that an insurance plan provides coverage and a prior in-
person visit if they do provide coverage.

CHAIR DUNLEAVY reconvened the meeting and asked Senator Micciche
if he had any questions.
SENATOR MICCICHE replied he had the changes clarified during the
at ease.
CHAIR DUNLEAVY removed his objection and Version Y was adopted.
He noted that Dr. DePhillips and Don Habeger were available to
answer questions.

SENATOR MICCICHE clarified that the bill received an extensive
review during the previous hearing and Dr. DePhillips answered
many questions.
CHAIR DUNLEAVY found no public testimony and closed it. Finding
no further questions or comments, he solicited a motion.

SENATOR MICCICHE moved to report CS for SB 80, labeled 28-
LS0615\Y, from committee with individual recommendations and
attached fiscal note(s).
CHAIR DUNLEAVY announced that without objection, CSSSSB 80(L&C)
moved from the Senate Labor and Commerce Standing Committee.
