SB 74-INS. COVERAGE: AUTISM SPECTRUM DISORDER

CHAIR KELLER announced that the only order of business would be
SENATE BILL NO. 74, "An Act requiring insurance coverage for
autism spectrum disorders, describing the method for
establishing a covered treatment plan for those disorders, and
defining the covered treatment for those disorders; and
providing for an effective date."
CHAIR KELLER closed public testimony.

REPRESENTATIVE MILLETT moved to report SB 74 out of committee
with individual recommendations and the accompanying fiscal
notes.

CHAIR KELLER objected for comment. He stated that he had
concerns for small businesses. Noting that the proposed bill
was next being referred to House Labor and Commerce Standing
Committee, he proposed for them to consider exempting "the
smallest of the small businesses to which this has an effect."
He pronounced that he would suggest revision for the unlimited
calls to a provider and for the retroactive date of January 1,
2012, both of which, he opined, should be dealt with in the next
committee. He withdrew his objection.

REPRESENTATIVE HERRON commented that testimony had allowed for a
focus on an autism coverage incentive fund. He suggested that
this be dealt with in legislation at another time.

There being no further objection, SB 74 was forwarded from the
House Health and Social Services Standing Committee.
