SENATE BILL NO. 41 "An Act making appropriations, including capital appropriations and other appropriations; making supplemental appropriations; making appropriations to capitalize funds; and providing for an effective date." 9:02:33 AM Co-Chair Stedman MOVED to ADOPT the committee substitute for SB 41, Work Draft 33-GS1348\R (Dunmire, 4/24/23). Co-Chair Hoffman OBJECTED for discussion. 9:02:58 AM TIM GRUSSENDORF, STAFF, SENATOR LYMAN HOFFMAN, explained the CS. He stated that items had been moved from the capital budget to the operating budget. He remarked that those items totaled $15 million. He noted some modifications from the governor's proposed budget. He stated that the committee was recommendation additions from the general funds. He detailed the recommendations as listed in the Agency Summaries (copies on file). 9:15:50 AM Co-Chair Stedman commented on the St. Michaels Cathedral bell tower. He stated that time and weather had deteriorated the bell tower, and it was in need of replacement. He stated that the original building experienced a fire, and was reconstructed the last time in 1960. He stated that non-galvanized steel was used, so the steel deteriorated due to the wet climate. Co-Chair Olson queried the total amount of the supplemental reappropriation. Mr. Grussendorf replied that he did not have that number. Co-Chair Hoffman stated that it was minimal compared to previous years. Co-Chair Olson queried that total supplemental budget request. Mr. Grussendorf replied that it was the largest general fund change, which was $16.599 million. 9:20:04 AM Senator Kiehl surmised that the grantee for the bell tower was not secular, but the purpose of the funds was secular. Mr. Grussendorf replied in the affirmative. Co-Chair Hoffman REMOVED his objection. There being NO OBJECTION, it was so ordered. Co-Chair Hoffman stated that the amendment deadline for the bill was Friday, April 18 at 12 noon. SB 41 was HEARD and HELD in committee for further consideration.
