     Adds a new Section 1 to increase the funding                                                                               
     multiplier for the Special Education Service Agency                                                                        
     from $18.65 to $23.13.                                                                                                     
                                                                                                                                
     Adds Section 4 to provide an effective date of July 1,                                                                     
     2021 for Section 1.                                                                                                        
                                                                                                                                
     All other changes are technical and conforming.                                                                            
                                                                                                                                
Co-Chair Bishop WITHDREW the OBJECTION. There being NO                                                                          
OBJECTION, the proposed committee substitute was ADOPTED.

Committee   with   individual    recommendations   and   the                                                                    
accompanying  new   fiscal  note  from  the   Department  of                                                                    
Education and  Early Development. There being  NO OBJECTION,                                                                    
it was so ordered.                                                                                                              
                                                                                                                                
CSSB  19 (FIN)  was REPORTED  out  of committee  with a  "do                                                                    
pass" recommendation and  with one new fiscal  note from the
