       SB 11  SCHOOL DEBT REIMBURSEMENT                                        
                                                                               
       COCHAIR SHARP noted that the  CS draft version K before                 
       the committee  incorporated the  changes to  date.   He                 
       turned  the  gavel  over  to  COCHAIR  PEARCE  for  the                 
       remainder  of  the meeting.    COCHAIR SHARP  MOVED for                 
       adoption of  the CS draft  and there was  no objection.                 
       COCHAIR SHARP  MOVED Amendment  #7.   SENATOR  PHILLIPS                 
       objected.   By  a  vote of  4  to 2,  Amendment #7  was                 
       ADOPTED.  SENATOR  ADAMS MOVED  Amendment #3.   SENATOR                 
       PHILLIPS objected.  By a  vote of 1 to 6,  Amendment #3                 
       FAILED.  SENATOR PHILLIPS MOVED  Amendment #8.  SENATOR                 
       PARNELL objected.   By a vote  of 4 to 3,  Amendment #8                 
       was  ADOPTED.    COCHAIR  SHARP  MOVED  the  bill  from                 
       committee  with  individual  recommendations.   Without                 
       objection,  CSSB  11(FIN)  was  REPORTED   OUT  with  a                 
       forthcoming  fiscal   note  from   the  Department   of

  SENATE BILL NO. 11                                                           
  "An Act relating to state aid for  school construction debt;                 
  and providing for an effective date."                                        
                                                                               
  COCHAIR SHARP noted that  the CS draft version K  before the                 
  committee incorporated the changes  to date.  He  turned the                 
  gavel over  to  COCHAIR  PEARCE  for the  remainder  of  the                 
  meeting.  COCHAIR SHARP  MOVED for adoption of the  CS draft                 
                                                                               
                                                                               
  and  there was no objection.   COCHAIR SHARP MOVED Amendment                 
  SENATOR ADAMS asked if the amendment removed the retroactive                 
  clause.   COCHAIR SHARP  confirmed and  explained.   SENATOR                 
  PHILLIPS objected.                                                           
                                                                               
  A vote was taken on the MOTION to adopt Amendment #7.                        
  IN FAVOR: Sharp, Torgerson, Adams, Pearce                                    
  OPPOSED: Parnell, Phillips                                                   
  Amendment #7 was ADOPTED by a 4 to 2 vote.                                   
                                                                               
  SENATOR  ADAMS   MOVED  Amendment  #3.     SENATOR  PHILLIPS                 
  objected.  SENATOR ADAMS explained the amendment.

  Amendment #3 FAILED by a 1 to 6 vote.                                        
                                                                               
  SENATOR  PHILLIPS MOVED Amendment #8, a conceptual amendment                 
  to  change   the  title   to  reflect   the  fifty   percent                 
  reimbursement  provision on  page  4,  line  15 of  the  CS.                 
  SENATOR PARNELL objected.
