       REPRESENTATIVE  KELLY   testified  on  behalf   of  the                 
       resolution.   COCHAIR PEARCE MOVED the  resolution from                 
       committee  with  individual  recommendations.   Without                 
       objection,  CSHCR  4(JUD)  was  REPORTED   OUT  with  a                 
       previous  zero  fiscal  note  from  the  Department  of                 
       Administration, and six previous fiscal notes  from the                 
       Department of Health and Social Services.                               
                                                                               
  CS FOR HOUSE CONCURRENT RESOLUTION NO. 4(JUD)                                
  Relating  to   records  generated  and   maintained  by  the                 
  Department of Health and Social Services.                                    
                                                                               
  REPRESENTATIVE KELLY testified on behalf  of the resolution.                 
  It had been  requested by the department  for reorganization                 
  purposes related to the  previous bill in order to  retain a                 
  larger portion of federal funds.
