HOUSE BILL NO. 489
An Act relating to the administration of the Alaska
Vocational Technical Center; and providing for an
effective date.
GUY BELL, DIRECTOR, DIVISION OF ADMINISTRATIVE SERVICES,
DEPARTMENT OF LABOR & WORKFORCE DEVELOPMENT, explained that
the bill relates to the Alaska Vocational Technical Center
(AVTEC) in Seward. The 2003 legislative session passed SB
192 that transferred AVTEC from the Department of Education
and Early Development to the Department of Labor and
Workforce Development (DOLWD). When the transfer occurred,
the tuition and fee setting statutory authority didn't
transfer to the DOLWD's authority, which was a technical
oversight. This bill would allow the DOLWD to set tuition
and other fees for students at AVTEC through a regulatory
process by means of a simple technical correction to last
year's legislation. There is no fiscal impact because AVTEC
currently charges tuition and fees.

accompanying fiscal note. There being NO OBJECTION, it was
so ordered.
