HB 406-SCHOOL FUNDING FOR CONSOLIDATED SCHOOLS

CHAIR DRUMMOND announced that the only order of business would
be HOUSE BILL NO. 406, "An Act relating to the calculation of
state aid for schools that consolidate; relating to the
determination of the number of schools in a district; and
providing for an effective date."

REPRESENTATIVE PARISH moved to adopt the proposed committee
substitute (CS) HB406, labeled 30-LS1544\D as the working
document for the Education Committee. [The committee treated
Version D as the working document.]

GEORGE ASCOTT, Staff to Representative Harriet Drummond,
Anchorage, Alaska, directed attention to three basic technical
changes recommended by the Department of Education and Early
Development. These changes will bring HB 406 up-to-date in
matching the changes that were adopted by the Senate Finance
Committee in its companion bill, SB 216, which read as follows
[original punctuation provided]:
Page 3, line 14 & Page 5, lines 5, 9, 11, 12: All
references to "state aid" within subparagraphs (H) and
(I) are changed to read "basic need" to properly
define the section of statute that this bill is
affecting.
Page 5, lines 22-24: Section (M) is reworded to
clarify the information that would need to be
submitted by school districts to the Department of
Education to calculate the consolidation transition.
Instead of the more generic "appropriate calculations"
the bill specifies "schools and corresponding ADM."
Page 5: Section (N), which defined "community," was
deleted. This term is already appropriately defined
in the Department of Education's funding formula
regulations.
MR. ASCOTT reiterated that these changes are technical in scope,
they mirror changes made in SB 216, and will not affect the
current fiscal notes.
CHAIR DRUMMOND listed the individuals available online for
questions.

REPRESENTATIVE PARISH moved to report CSHB 406, labeled 30-
LS1544\D, out of committee with individual recommendations and
the forthcoming updated fiscal notes. There being no objection,
CSHB 406(EDC) moved from the House Education Standing Committee.
