Co-Chair MacKinnon called the Senate Finance Committee
meeting to order at 4:00 p.m.

SUMMARY
SB 185 REEMPLOYMENT OF RETIRED TEACHERS & ADMIN
CSSB 185(EDC) was REPORTED out of committee with
a "do pass" recommendation and with one new
indeterminate fiscal note from the Department of
Administration.
SENATE BILL NO. 185
"An Act relating to reemployment of persons who retire
under the teachers' retirement system."

Co-Chair MacKinnon directed attention to the bill. The bill
had been heard on April 9, 2018; at which time the public
hearing was opened and closed. The committee had reviewed
the fiscal notes, and no proposed amendments were received.
Senator Micciche gave a high-level overview of the bill,
which gave retired Alaskan teachers the same ability to
help fill positions temporarily as retired people from out
of state. The bill allowed reemployment of retired
educators without losing retirement benefits, and was
matched with Internal Revenue Service letter of the law.
The bill was expected to be at no cost to the state,
depending upon the length of retirement. He referenced past
retiree re-hire legislation. He mentioned bona fide
separation/prearrangement prohibition.
Vice-Chair Bishop stated he had met with numerous
superintendents and school boards. He supported the bill.
He referenced the book "The World's Smartest Kids," which
discussed the value of quality teachers. He wanted a plan
to solve educational issues.
Vice-Chair Bishop MOVED to report CSSB 185(EDC) out of
Committee with individual recommendations and the
accompanying fiscal note. There being NO OBJECTION, it was
so ordered.
CSSB 185(EDC) was REPORTED out of committee with a "do
pass" recommendation and with one new indeterminate fiscal
note from the Department of Administration.
