SENATE COMMITTEE SUBSTITUTE FOR COMMITTEE SUBSTITUTE
FOR HOUSE BILL NO. 312(FIN)
"An Act making and amending appropriations for the
operating and loan program expenses of state
government, for certain programs, and to capitalize
funds; making appropriations under art. IX, sec.
17(c), Constitution of the State of Alaska, from the
constitutional budget reserve fund; and providing for
an effective date."

SENATE COMMITTEE SUBSTITUTE FOR COMMITTEE SUBSTITUTE
FOR HOUSE BILL NO. 313(FIN)
"An Act making appropriations for the operating and
capital expenses of the state's integrated
comprehensive mental health program; and providing for
an effective date."
LANGUAGE SECTION
Chair Parnell reviewed the proposed conference committee
motions for the first three items in the Language Section
of the bill. [See motion sheets on file.]
Vice-Chair Mulder moved for adoption of Item #1, Section 3.
Alaska Housing Finance Corporation, Item #2, Section 4.
Alaska Oil and Gas Conservation Commission, and Item #3,
Section 10. Constitutional Budget Reserve Fund, in the
proposed conference committee motions.
There was no objection and the items were ADOPTED.
Co-Chair Parnell identified a funding source change to Item
#4, Section 13. Department of Education and Early
Development. [See motion sheets on file.] In reference to
the FY 00 budget statutory language, "line 21" is replaced
with "line 30" and "(Out-of-State Contracts)" is replaced
with "(K-12 Support - $762,280,800)".
Chair Parnell commented that he had earlier thought that
more of the waitlist for the childcare assistance program
would be addressed with the previous departmental
appropriation. Since it was not, he was proposing this
funding source change to accomplish the same goal.
Vice-Chair Mulder moved to adopt the amended Item #4. [See

Chair Parnell noted technical changes could be made by the
Division of Legislative Finance if deemed necessary.
Senator Adams asked if the total appropriation to this
component is therefore approximately $400,000.
Chair Parnell affirmed.
There being no objection, it was ADOPTED as amended.

Chair Parnell noted that the funds appropriated in Item #5,
Section. 18, Department of Health and Social Services,
would not be considered due to action taken on Item #4.

Chair Parnell announced that Item #6, Section 20. Learning
Opportunity Grants, would be HELD. [See motion sheets on
file.]
Vice-Chair Mulder moved to adopt the language contained in
the conference committee motion sheet for Item #7, Section
18. Marine Highway System Fund. [See motion sheets on
file.]
There was no objection and it was ADOPTED.
Chair Parnell noted the Division of Legal and Research
Services had the conference committee's authority to make
necessary corrections to the language amendments as well as
the Division of Legislative Finance.
Chair Parnell announced that Item #8, Section 23. Medicaid
Pro-Share, would be HELD to await updated data from the
Department of Health and Social Services. [See motion

Chair Parnell announced that Item #9, Section 27.
Occupational Licensing, would be HELD as well. [See motion
sheets on file.]
Vice-Chair Mulder moved to adopt the language contained in
the conference committee motion sheet for Item #10, Section
34. State Debt and Other Obligations. [See motion sheets on
file.]
Without objection it was ADOPTED.
Vice-Chair Mulder moved to amend and adopt the language
contained in the conference committee motion sheet for Item
#11, Section 33. Student Loan Program. [See motion sheets
on file.] The amended language consists of subsections (a)
and (c), but excludes (b).
There being no objection, the two subsections were ADOPTED.
Chair Parnell proposed an amendment to the language
contained in the conference committee motion sheet for Item
#12, Section 41. Department of Transportation and Public
Facilities. [See motion sheets on file.] This amendment
changes the funding source from Out-of-State Contracts to
Public Building Fund money. He explained that out-of-state
contract funds have been reallocated to the Department of
Corrections elsewhere in budget. He expressed that the
intent is to utilize no more than $31,300 public building
funds in the northern region highways and aviation
component.
Vice-Chair Mulder moved to amend and adopt Item #12.
Representative Davies asked if the public building fund had
adequate reserves to cover this expense.
Senator Torgerson responded that there was money and that
substantial money was also committed elsewhere from that
fund.
Representative Davies asked what projects would be held due
to the fund shift.
There being no objection, it was AMENDED and ADOPTED.
Chair Parnell announced that Item #13, Section 42.
University of Alaska would be HELD. [See motion sheets on

Vice-Chair Mulder moved to adopt the intent language
contained in the conference committee motion sheet for Item
#14, relating to an unallocated reduction. [See motion
sheets on file.]

There being no objection, it was ADOPTED.
Vice-Chair Mulder moved for adoption of the intent language
contained in the conference committee motion sheet for the
Department of Education and Early Development and
Department of Health and Social Services. [See motion
sheets on file.]
Representative Davies agreed with the intent but commented
that adequate funding is not provided to address the
latchkey issue and there is not adequate staff to fully
address childcare facilities licensing. He asserted this
intent language equates an unfunded mandate.
There being no objection, it was ADOPTED.
