SENATE COMMITTEE SUBSTITUTE FOR COMMITTEE SUBSTITUTE
FOR HOUSE BILL NO. 312(FIN)
"An Act making and amending appropriations for the
operating and loan program expenses of state
government, for certain programs, and to capitalize
funds; making appropriations under art. IX, sec. 17©,
Constitution of the State of Alaska, from the
constitutional budget reserve fund; and providing for
an effective date."

"An Act making appropriations for the operating and
capital expenses of the state's integrated
comprehensive mental health program; and providing for
an effective date."
DEPARTMENT OF ENVIRONMENTAL CONSERVATION
Chair Parnell reviewed the proposed conference committee
motions for the Department of Environmental Conservation.

Vice-Chair Mulder moved to adopt the proposed conference
committee motions for the Department of Environmental
Conservation. There being no objection, the items were
ADOPTED.
Chair Parnell noted intent language stated on the
Department of Environmental Conservation motion sheet that
read as follows.
It is the intent of the legislature that one
environmental health officer be stationed at Dutch
Harbor/Unalaska.
Representative Mulder moved to adopt intent language for
the Department of Environmental Conservation, Food Safety
and Sanitation component.
There being no objection the intent language was ADOPTED.
DEPARTMENT OF FISH AND GAME
Chair Parnell reviewed the proposed conference committee
motions for the Department of Fish and Game. [See motion
sheets on file.]
Chair Parnell noted that intent language for the Department
of Fish and Game, Boards of Fisheries and Game component
would be HELD.
Vice-Chair Mulder moved to adopt the proposed conference
committee motions for the Department of Fish and Game. There
being no objection, the items were ADOPTED.
DEPARTMENT OF LAW
Chair Parnell reviewed the proposed conference committee
motions for the Department of Law. [See motion sheets on
file.]
Chair Parnell explained for public that the Senate inserted
appropriate reappropriation language into the FY 01 Capital
Budget, SB 192, regarding oil and gas litigation. He
explained the component was funded with $250,000 of lapsing
funds. He continued that the Criminal Justice Litigation
component on the conference committee motion sheet is
impacted by this action.
Vice-Chair Mulder moved to adopt the proposed conference
committee motions for the Department of Law. There being no
objection, the items were ADOPTED.
DEPARTMENT OF REVENUE
Chair Parnell reviewed the proposed conference committee
motions for the Department of Revenue. [See motion sheets
