described  the  benefits  for   consumers,  including  free  look                                                               
periods, clear disclosures, and opt-out protections                                                                             
stated  that  HB 302  would  establish  consistent standards  for                                                               
regulators,    including    streamlined   filings,    enforcement                                                               
authority, and uniform definitions                                                                                              
he stated  that HB 302  would provide  a level playing  field and                                                               
that   42  other   states   have   already  implemented   similar                                                               
legislation                                                                                                                     
he  emphasized   that  HB  302   would  be   "modernization,  not
