CHAIR SUMNER announced that the  final order of business would be                                                               
HOUSE  BILL  NO.  290,  "An  Act  relating  to  the  issuance  of                                                               
certificates of  fitness for plumbers and  electricians; relating                                                               
to   fees  for   certificates   of  fitness   for  plumbers   and
