CO-CHAIR ALLARD objected for the purpose of discussion.

REPRESENTATIVE MCCORMICK opined that if HB 274 were to be

the necessary resources must be allocated, he said.

REPRESENTATIVE STORY related that she heard from many districts
and families about getting kids to read by the third grade and
that there is a lot of training to be done. She offered her
belief that the money should be targeted and transparent and
stated that she fully supported Amendment 1.

CO-CHAIR RUFFRIDGE presumed the language was similar to the
language in the vetoed SB 140 and offered his understanding that
it was $500.

REPRESENTATIVE MCCORMICK explained that it was "practically

is the type of funding the state needed to be successful.

REPRESENTATIVE HIMSCHOOT asked if this is tied to another bill,

REPRESENTATIVE MCKAY asked whether there was a fiscal note.
