  CS FOR HOUSE BILL NO. 268(FIN)                                               
                                                                               
       An   Act  making   and  amending   appropriations;  and                 
       providing for an effective date.                                        
                                                                               
  Co-chairman Halford  announced that  a draft  capital budget                 
  would be distributed as soon as it  is available.  The draft                 
  will contain the  "minimum capital starting point  matches."                 
  It will be significantly reduced  from the original proposal                 
  and include less  than $17.5  million in AHFC.   The  total,                 
  including, AHFC is approximately $100 million.
