HB 213-PUBLIC SCHOOL TRUST FUND 4:43:00 PM CHAIR MEYER announced consideration of HB 213. [SCS CSHB 213(FIN), version 30-LS0765\T, was before the committee.] REPRESENTATIVE KELLY moved to adopt SCS CSHB 213(RLS), version 30-LS0765\I. CHAIR MEYER objected for discussion purposes. SENATOR BISHOP, Alaska State Legislature, Juneau, Alaska, said both these bills complement each other in supporting education. 4:44:26 PM PETE FELMAN, staff to Senator Bishop, Alaska State Legislature, Juneau, Alaska, provided a sectional analysis for SCS CSHB 213 (RLS), version 30-LS0765\I. He stated as follows: Section 1, page 1, line 11 is legislative intent language that makes it clear that the intent is that any money raised by the education raffle will supplement - not supplant - any current funding. Section 2 is on page 2, line 26, allows adding the Permanent Fund Education Raffle to the statutes, exempting it from the gambling statutes. CHAIR MEYER interrupted to ask him for just a high-level summary since this bill had been heard before. MR. FELMAN skipped to Section 7 that allows for the contributions to be categorized according to how much money is in the donations. Section 8 creates the Education Endowment Fund that will be managed by the commissioner. Section 8 also creates the Dividend Raffle Fund that has a cap of $300 million and it allows donations to go in and then prizes to be paid out of that. Eighty-five percent of that money will stay in the Raffle Fund. Section 9 has no changes. 4:46:34 PM Section 10 provides for an effective date. CHAIR MEYER, finding no further questions, removed his objection. REPRESENTATIVE KELLY moved to report SCS CSHB 213(RLS) from committee with individual recommendations. There were no objections and it was so ordered.
