CO-CHAIR FIELDS announced that the final order of business would
be HOUSE BILL NO. 148, "An Act relating to insurance; and
providing for an effective date." [Before the committee was
Version N].

REPRESENTATIVE SADDLER asked for clarification on the changes in
HB 148 Version N.

CO-CHAIR FIELDS explained that Version N deleted a section of
the initial legislation regarding umbrella insurance for
officials. He said that biopsies and consultations regarding
breast cancer screening would be covered by the new bill
version.

LORI WING-HEIER, Director, Division of Insurance, Department of
Health & Social Services, answered committee questions on HB 148
version N. She said that Section 41 of the original legislation
was deleted in Version N.

CO-CHAIR FIELDS asked Ms. Wing-Heier if the owner-controlled
insurance program (OSIP) threshold of $20 million would be
disruptive to the insurance market in Alaska.
MS. WING-HEIER said that $5 million was far too low and said
that $20-25 million was the ideal amount of insurance to be
available.

REPRESENTATIVE SADDLER asked Ms. Wing-Heier to define what OSIP
and CSIP stood for.
MS. WING-HEIER clarified OSIP and said that CSIP stood for
contractor controlled insurance program, which was specifically
for "very, very large" construction projects.

was reported.
