contracts under the State Procurement Code;
establishing deadlines for the payment of grants,
contracts, and reimbursement agreements to nonprofit
organizations, municipalities, and Alaska Native
organizations; relating to reports from state agencies
to the legislature detailing late payments made during
2026; relating to the state financial transactions

LIZ HARPOLD, STAFF, SENATOR DONNY OLSON, addressed the
Explanation of Changes (copy on file):
Sections 1 and 5: Exempts the division within the
Department of Military and Veteran Affairs responsible
for homeland security and emergency management.
Section 5: Removes language that is not enforceable on
non-state recipients.
Previous section 12, deleted.
Sections 12-14: Previous sections 13-15, renumbered.
Co-Chair Hoffman WITHDREW his OBJECTION. There being NO
OBJECTION, it was so ordered.
Co-Chair Stedman MOVED to REPORT SCS CSHB 133(FIN) from
committee with individual recommendations and attached
fiscal notes. There being NO OBJECTION, it was so ordered.
SCS CSHB 133(FIN) was REPORTED out of committee with two
"do pass" recommendations, and five "no recommendations";
and with six new fiscal impact notes from the Department of
Health, one new zero fiscal note from the Department of
Administration, and with eight previously published zero
fiscal notes: FN 14(ADM), FN 15(CED), FN 16(DFC), FN
