Senator Kiehl surmised that without the amendment, a candidate could deposit money into a legal fund after the election and raise money for the legal fund. He wondered whether those funds would be disclosed into the limited list. Senator Wilson replied in the affirmative. 10:13:45 AM Senator Kiehl felt that it was a good amendment. 10:13:54 AM Co-Chair Olson REMOVED his objection. There being NO OBJECTION, it was so ordered. Co-Chair Olson moved Amendment 4. Co-Chair Olson OBJECTED for discussion. 10:14:24 AM Mr. Alper explained Amendment 4. 10:14:49 AM Co-Chair Olson REMOVED his OBJECTION. There being NO OBJECTION, it was so ordered. Co-Chair Olson MOVED amendment 5. Co-Chair Olson OBJECTED for discussion. Mr. Alper explained Amendment 5. Senator Wilson maintained an objection. Senator Wilson felt that his district would oppose the amendment. A roll call vote was taken on the motion. IN FAVOR: Kiehl, Olson, Merrick, Bishop, Stedman. He felt that he did not like the idea of the amount of time that a person would have to deal with paperwork from the Division of Elections. 10:19:37 AM Senator Merrick stated that she had a large military constituency, and often military only vote in presidential elections. She felt it may disenfranchise those people. Senator Kawasaki deferred to someone who had examined the legislation. 10:25:44 AM AT EASE 10:26:35 AM RECONVENED 10:27:15 AM REPRESENTATIVE SARAH VANCE, SPONSOR, stated that the changes would not be able to have concurrence on the original bill. Senator Bishop MOVED to REPORT SCS CSHB 129(FIN) out of committee with individual recommendations and attached fiscal notes. SCS CSHB 129(FIN) was REPORTED out of committee with three "do pass" recommendations, three "no recommendations", one "amend" recommendation; and one new fiscal note form the Governor's Office, and one new zero fiscal note from the Department of Administration. 10:28:05 AM RECESSED
