evaluation or inpatient treatment at psychiatric
hospitals; relating to the use of seclusion or
restraint of minors at psychiatric hospitals; relating

Explanation of Changes (copy on file):
Sections 2 and 4: Removes added language about
generating a report and notification practices that
are contradictory to confidentiality requirements
established under AS 47.17.040.
Section 6: Updates definition of chemical restraint.
Section 7: Updates effective date to July 1, 2027.

Senator Kiehl MOVED to REPORT SCS CSHB 52(FIN) from
committee with individual recommendations and attached
fiscal notes. There being NO OBJECTION, it was so ordered.
SCS CSHB 52(FIN) was REPORTED out of committee with two "do
pass" recommendation, four "no recommendations", and with
