CHAIR WRIGHT announced that the only order of business would be
HOUSE BILL NO. 25, "An Act relating to eligibility for the
permanent fund dividend; and providing for an effective date."

REPRESENTATIVE RAUSCHER moved to adopt the proposed committee
substitute (CS) for HB 25, Version 33-LS0265\U, Nauman, 3/21/23,
as a working document.

FORREST WOLFE, Staff, Representative Stanley Wright, Alaska
State Legislature, on behalf of Representative Wright, prime
sponsor, explained that the proposed Version U removes Section 3
of the bill, added by the House State Affairs Standing Committee
in CSHB 25(STA), which provided an extension of the filing
deadline for dependents of Alaskans who failed to file their
dividends due to a medical emergency. He elaborated that the
proposal to remove the section was made after the Department of
Revenue (DOR) said it would be difficult to determine the cost
of the section. He stated that the proposed CS keeps the
original intent of the previous committee's version while also
removing the potential fiscal burden on the department.

REPRESENTATIVE CARPENTER withdrew his objection. There being no
further objection, Version U was before the committee.

REPRESENTATIVE RAUSCHER moved to report CSHB 25, Version 33-
LS0265\U, Nauman, 3/21/23, out of committee with individual
recommendations and the accompanying fiscal notes. There being
no objection, CSHB 25(MLV) was reported out of the House Special
Committee on Military and Veterans' Affairs.
