SENATE RESOLUTION NO. 3 Urging the United States Congress to                                                                    
grant American Samoans the ability to serve as commissioned officers                                                            
in the uniformed services of the United States and the right to vote in                                                         
federal elections, was read the second time and was before the Senate                                                           
on final passage.                                                                                                               
                                                                                                                                
The question being: "Shall SENATE RESOLUTION NO. 3 Urging                                                                       
the United States Congress to grant American Samoans the ability to                                                             
serve as commissioned officers in the uniformed services of the United                                                          
States and the right to vote in federal elections, pass the Senate?" The
