Full Journal pdf2026-04-24 House Journal Page 2287 SCR 19 The following, which was held in second reading from the April 22 calendar (page 2262), was before the House: SENATE CONCURRENT RESOLUTION NO. 19 Extending the governor's October 9, 2025, declaration of a disaster emergency in response to the 2025 West Coast Storm. Amendment No. 1 was offered by Representative Josephson: Page 1, line 2, following "Storm" (title amendment): Insert "; and approving an amended financing plan" Page 1, line 16, following "disaster;": Insert "and WHEREAS, under AS 26.23.020(k)(1), the governor may expend more than $1,000,000 of state funds to cope with a disaster if, when the legislature is in session, the legislature approves a financing plan to cope with the incident or disaster; and WHEREAS, on April 20, 2026, the governor submitted a revised financing plan to the legislature, totaling $62,830,000 and detailing the estimated shared costs for the 2025 West Coast Storm (DR 4893) disaster as $25,130,000 in federal authority and $37,700,000 in state general funds; and WHEREAS the revised financing plan reflects an increase of $6,380,000 in federal authority and an increase of $17,200,000 in state disaster relief funds from the financing plan previously authorized for 2026-04-24 House Journal Page 2288 the 2025 West Coast Storm (DR 4893) disaster; and WHEREAS the current balance of the disaster relief fund established in AS 26.23.300 is sufficient to meet the increases in the governor's revised financing plan for the 2025 West Coast Storm (DR 4893) disaster;" Page 2, line 6, following "2026": Insert "; and be it FURTHER RESOLVED that the Alaska State Legislature approves the increases in the amended financing plan submitted by the governor on April 20, 2026, for the 2025 West Coast Storm (DR 4893) disaster" Representative Josephson moved and asked unanimous consent that Amendment No. 1 be adopted. Representative St. Clair objected. Representative Saddler, citing Section 122 of Mason's Manual, rose to a point of order regarding impugning the motives of members of the body. The Speaker stated that the point was duly noted. Representative Allard rose to a point of order regarding confining remarks to the amendment. The Speaker stated that the point was well taken and cautioned the member to confine remarks to the amendment. **The presence of Representative D. Nelson was noted.
