    entity approved by the United States Social Security                                                                        
    Administration to facilitate driver's license data verification; in                                                         
    this paragraph, "nonprofit organization" means an organization

    that qualifies for exemption from taxation under 26 U.S.C.                                                                  
    501(c)(3) or (4) (Internal Revenue Code);                                                                                   
             (2)  an entity participating in the Transportation Security

    provided under this paragraph shall be used for lawful purposes                                                             
    and is not limited to use within a program if the entity receives the                                                       
    information in order to facilitate driver's license or identification                                                       
    card data verification and the individual has voluntarily provided                                                          
    their driver's license or identification card."
