Amendment No. 8 to Amendment No. 2 as amended was offered by Representative Holland: Page 1, line 10 of the amendment, following "facilities": Insert "and utility rates approved" Page 6, following line 18 of the amendment: Insert a new subsection to read: "(j) An owner or operator of a gas pipeline advanced, operated, or owned, in whole or in part, by the corporation, or a subsidiary of the corporation, (1) may not recoup cost overruns from the construction of the first phase of a gas pipeline by increasing the rates charged to a utility; in this paragraph, (A) "cost overrun" means a cost in excess of $15,000,000,000; (B) "first phase of a gas pipeline" means at least 730 miles of 42-inch pipeline constructed to transport natural gas from the North Slope and deliver the natural gas to in-state consumers; (2) may not charge a utility in the state more than (A) $12 for each 1,000 cubic feet of natural gas after completion of the gas pipeline, but before the completion of a related liquefied natural gas plant; (B) $5 for each 1,000 cubic feet of natural gas after completion of a liquefied natural gas plant related to the gas pipeline."
