          communities of Kipnuk and Kwigillingok to relocate                                                                    
          in the wake of the devastation caused by Typhoon                                                                      
          Halong; affirming the right of Alaska Native                                                                          
          communities to self-determination; and urging full                                                                    
          state and federal support for relocation of those
