     HOUSE JOINT RESOLUTION NO. 39 am                                                                                           
     Urging the federal government to waive the new H-1B Visa fees                                                              
     for teachers in the state.                                                                                                 
                                                                                                                                
Representative Allard, citing Section 111.1 of Mason's Manual, rose to                                                          
a point of order regarding referencing the executive in order to                                                                
influence the vote.                                                                                                             
                                                                                                                                
The Speaker ruled that the citation was not applicable.                                                                         
                                                                                                                                
The question being:  "Shall HJR 39 am pass the House?"  The roll was
