Congress to recognize public safety telecommunicators as first                                                                  
responders; and urging the United States Congress to pass the                                                                   
Enhancing First Response Act, was read the second time.                                                                         
                                                                                                                                
President Stevens stated HOUSE JOINT RESOLUTION NO. 38 will                                                                     
advance to third reading on the May 8 calendar.
