A message dated July 16 was received stating the Governor noted the                                                             
following resolution and is transmitting the engrossed and enrolled                                                             
copies to the Lieutenant Governor's office for permanent filing:                                                                
                                                                                                                                
     HOUSE JOINT RESOLUTION NO. 5 am S                                                                                          
     Urging the United States Congress and the President of the United                                                          
     States to reinstate the Secure Rural Schools and Community Self-                                                           
     Determination Act of 2000 and make the funding mechanism in
