    HOUSE CONCURRENT RESOLUTION NO. 11                                                                                          
    Extending the governor's October 9, 2025, declaration of a                                                                  
      disaster emergency in response to the 2025 West Coast Storm.                                                             
                                                                                                                                
Representative Allard rose to a point of order regarding references                                                             
made to the executive during debate.                                                                                            
                                                                                                                                
The Speaker, citing section 111 of Mason's Manual, ruled the point out                                                          
of order.                                                                                                                       
                                                                                                                                
Representative Johnson appealed the ruling of the chair.                                                                        
                                                                                                                                
The question being:  "Shall the ruling of the chair be sustained?" The
