     "An Act relating to a tax exemption for qualified small businesses;

     "An Act relating to a tax exemption for qualified small businesses;                                                        
     relating to the film production promotion program; creating a                                                              
     transferable tax credit applicable to certain film production                                                              
     expenditures incurred in the state; and providing for an effective
