    "An Act relating to the licensure of nursing professionals; relating                                                        
    to a multistate nurse licensure compact; relating to employment of                                                          
    nurses holding a multistate licensure privilege; relating to nurse                                                          
    staffing committees; relating to the ratio of nurses to patients in                                                         
    hospitals; relating to entities regulated by the Department of
