Full Journal pdf2026-04-29 House Journal Page 2337 HB 314 The following was read the second time: HOUSE BILL NO. 314 "An Act relating to registered interior designers and interior design; relating to project costs for the construction, enlargement, or improvement of airports; extending the termination date of the State Board of Registration for Architects, Engineers, and Land Surveyors; relating to the State Board of Registration for Architects, Engineers, and Land Surveyors; establishing requirements for the practice of registered interior design; relating to the practice of architecture, engineering, land surveying, landscape architecture, and registered interior design; relating to the scope of the certification requirements for architects, engineers, land surveyors, landscape architects, and registered interior designers; relating to immunity for design professionals; relating to the cost of construction for recreation centers; relating to liens for labor or materials furnished; relating to the 2026-04-29 House Journal Page 2338 procurement of landscape architectural and interior design services; relating to the cost of construction of safe water and hygienic sewage disposal facilities in villages; and providing for an effective date." with the: Journal Page FIN RPT 6DP 2NR 1AM 2276 FN1: (CED) 2276 FN2: ZERO(DEC) 2276 Representative Bynum moved and asked unanimous consent to abstain from voting because of a conflict of interest. Objection was heard, and he was required to vote. Amendment No. 1 was offered by Representative Bynum: Page 2, line 24: Delete "four" Insert "five" Page 2, lines 27 - 28: Delete "[,] two land surveyors; (3) [" Insert "one [, TWO] land surveyor; (3) [SURVEYORS" Page 3, line 7: Delete "four" Insert "five" Page 3, line 9: Delete "two land surveyors" Insert "one land surveyor" Page 19, line 31, through page 20, line 9: Delete all material and insert: "(b) Notwithstanding AS 08.48.010(b), as amended by sec. 3 of this Act, each engineer member of the State Board of Registration for Architects, Engineers, and Land Surveyors appointed under 2026-04-29 House Journal Page 2339 AS 08.48.011(b), as that subsection read on the day before the effective date of sec. 3 of this Act, who is serving on the day before the effective date of sec. 3 of this Act may continue to serve the remainder of the term for which the member was appointed. Each engineer member continuing to serve under this subsection shall be replaced with a person who meets the qualifications of AS 08.48.011(b), as amended by sec. 3 of this Act, when the member's term expires. (c) The land surveyor member appointed under AS 08.48.011(b), as that subsection read on the day before the effective date of sec. 3 of this Act, whose term expires latest may continue to serve the remainder of the term for which the member was appointed." Representative Bynum moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Stapp objected and withdrew the objection. There being no further objection, Amendment No. 1 was adopted. Amendment No. 2 was offered by Representative Bynum: Page 20, line 15: Delete "March 31" Insert "May 31" Representative Bynum moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Allard objected and withdrew the objection. There being no further objection, Amendment No. 2 was adopted. Representative Kopp moved and asked unanimous consent that HB 314 am be considered engrossed, advanced to third reading, and placed on final passage. There was objection. HB 314 am will advance to third reading on the April 30 calendar.
